Biography
Irina Heaver is a UAE crypto lawyer and the founder of NeosLegal, the UAE’s first crypto-native law firm, founded in Dubai in 2016. Known as the UAE Crypto Lawyer, she has structured 350+ Web3 and crypto projects, advised governments on virtual asset policy, and co-founded a UAE crypto exchange, later exiting in February 2020. She authored the UAE chapters of the Chambers and Partners practice guides (2025, 2026) and the Founder’s Guide to UAE Crypto Laws.
Irina Heaver, known as the UAE Crypto Lawyer, founded NeosLegal, the UAE’s first crypto-native law firm, in Dubai in 2016.
Lexology Index lists her as Recommended, Blockchain Lawyer in the UAE, in 2025 and 2026, based on peer review and client feedback.
She authored the UAE chapters of the Chambers and Partners practice guides in 2025 and 2026 and wrote the Founder’s Guide to UAE Crypto Laws, 2025 and 2026 editions.
In 2017 she co-founded a UAE crypto exchange, served as Chief General Counsel and Chief Strategy Officer, and secured two of the region’s earliest VASP licences. Exited February 2020.
She has advised multiple governments and regulators on virtual asset frameworks since 2016 and writes for Forbes International on Middle East Laws and Regulations.
Under her leadership NeosLegal won Technology Legal Team of the Year at The Oath Middle East Legal Awards 2025, named the Best UAE Crypto Law firm 2026 by UAE Business Awards, and holds a 100% Tier-1 exchange acceptance rate across 250+ token legal opinions.
Heaver’s legal career began in 2003 with international work in oil and gas, before she moved her practice to the UAE in 2008.
From 2008 Heaver practised in the UAE on sovereign and institutional mandates, including work with Mubadala and major international oil and gas matters, before moving exclusively into crypto and Web3. Her career-to-date total across these mandates and the crypto practice stands at more than USD 500 billion in transactions advised and deals closed.
In 2016 Heaver founded NeosLegal as the UAE’s first crypto-native law firm, before VARA existed, before ADGM had a crypto framework, and before UAE virtual asset regulation had taken shape. The firm was built exclusively for crypto and Web3 work from its first engagement.
From 2017 to February 2020, Heaver co-founded a UAE-based cryptocurrency exchange and served as its Chief General Counsel and Chief Strategy Officer. During this period she secured two of the region’s earliest VASP licences, built the company’s operational compliance from the ground up, and supported a multi-million-dollar fundraising round before exiting in early 2020. The operator record is the basis of her advisory position: banking, custody, AML, listings, regulatory interaction and fundraising advised from the inside of the same problems, not from the outside.
Heaver returned full-time to NeosLegal in 2020 and scaled the firm to 350+ structured Web3 and crypto projects. She advised governments and regulators on virtual asset policy, was named among UNLOCK Blockchain’s Top 20 Performing CEOs in 2023 and 2024, published the Founder’s Guide to UAE Crypto Laws (2025 and 2026 editions), authored the UAE chapters of the Chambers and Partners Global Practice Guide: Blockchain (2025) and Blockchain & Crypto-Assets Global Practice Guide (2026), and led the firm to Technology Legal Team of the Year at The Oath Middle East Legal Awards 2025 and Best UAE Crypto Law Firm 2026.
Heaver has advised multiple governments and regulators on virtual asset frameworks since 2016, including contributions to law-making efforts that shaped the current UAE regulatory environment, and advisory work for a UAE authority on the structuring of DeFi and DAO regulations. Beyond the UAE, she has advised governments on national crypto policy, drafting dedicated regulations covering crypto laws and crypto taxation.
Her contributor roles include Forbes Digital Assets, Cointelegraph, and RWALabs.ae, where she is Legal Core Contributor and a Founding Member.

I founded NeosLegal in 2016 with one conviction: crypto founders deserve dedicated support from lawyers who actually understand the technology. In the early days, we sat with many regulators explaining what Bitcoin was, helping craft virtual assets policy from legal first principles. Nearly a decade later, we’re honored and humbled to have contributed to Dubai becoming the crypto capital of the world, and we’re still doing the same work, for the next generation of founders.”
